Compared to a healing/damage boost rift or a barrier that reloads your gun when taking cover? Hunters are a joke in PvE and PvP in D2. An evasive maneuver every 18 seconds is worthless, even more so on PC, where even a Tracer in Overwatch who can basically teleport every second, is no match for good DPS players.
