Almost after every match i get agressive and frustrated, because the weirdest things are happening. It's almost impossible to win a gunfight because i am already 70% damaged or dead, before i even see the enemy appear on my screen. I have video's, where you can clearly see that the enemy's bullet missed me by a couple of meters and i still get damaged.
A while ago i have read on this forum, that somebody used his phone as a wi-fi hotspot. So today i decided to try it, too.
I did the connection test on my PS4 and it was 23Mbps download and 2.1Mbps upload. Not bad for 4G+.
Immediately after the first match started i have noticed the difference. My bullets actually did damage and i saw the enemies appear on my screen on time. Also there was much less lag.
My own internet connection is 150/ 30 Mbit/s, 9ms ping to speedtest, 0 packet loss.
So can you please explain to me, why my PvP gaming experience is better, when i am using my phone as wi-fi hotspot?

Destiny uses less that 1mbps so your other 149 is just free space. Your Ping and loss, those tests are to a nice, local server and will be very different to the pings and PL you'll get against other players over the world. Those tests may come in great but there are a multitude of reasons why you're having problems. You need to look for stability and consistency tests online, doesn't matter if you have 150mbps if your connection drops every few minutes. Talk to your ISP about it, get them to run their own tests and ask for an engineer to come check your wiring. And don't use Wifi! Do you have telephone cables above ground? Coming from pylons to your roof? Probably old, cracked copper cables. Connection will be fine until the wind blows. Or do you live in the country? Far away from your exchange? What router do you have? Have you tried UPnP, Portforwarding or DMZing? Give me some details and I'll try to help.
