Maybe on scorpio but I don't see it happening on PS4 Pro or XB1S. They can berally hold a frame rate of 60 on a game like CoD. From what Bungie is telling us (which isn't always true, I get that.) The world will have smaller loading times and huge environments meaning a huge drop in frame rates already. Not to mention you're putting controller input into the console and having weapons, melees, supers, grenades, enemies, npcs and whatever else may be going on in the environment, happening all at once. That is why a framerate of 30 fps would only work on a console. PC just has it better... they have graphics cards that might as well be bigger than the og XB1. Plus they have intel i7-1080+ processors that could load 4 games of D2 at the same time at 60 fps.
