People can pre-order if they want to, it's their money. Their expectations are based on being a fan of the franchise, they know the game extensively so have faith D2 will be as good and probably better than D1. Rational expectations. Professional sports teams sell season tickets (or whatever you call them in USA) to fans in advance. The club gets cash in and an indication of how big the total sales might be and can plan accordingly
