Who all has seen a publisher that has sunk time and money into a (semi)playable game just to pull it from release only because it didn't make enough money off of preorders so that they can accumulate a net lose of profit after buying licenses/copyrights, paying employees/bills on the office space used by the devs/marketing/and building that fifth pool they've been looking to install.

No one, because even if a games final version flops with test groups, it'll get released so that the company doesn't suffer as much of a loss.
