The female version of the "Nerigal Savant III" chest piece is glitched. Both on B.net and in-game.
[url=https://www.bungie.net/en/Armory/Detail?type=item&item=3748657975&itemname=Nerigal%20Savant%20III]Cycle between the male and female version.[/url] The coat is effectively missing on the female version of the Chest Piece.
And it is not only a B.net bug, it is [url=http://imgur.com/a/n4IB4]an in-game bug[/url] as well!
