First off, I just want to say thanks for letting me in The Ashen Conflux.
Now, for the theory. Will the Kings attempt to do what Skolas did?
House of Kings card-

Interesting. So, House Kings obviously holds hatred for humans and the City, but also shows that they hate the other houses, which isn't exactly ground breaking. But, it's the fact that they see them as actual enemies, not just rivals.
During the House of Wolves DLC, there was a mission called the Ruling House. In that mission, you saw three ambassadors around a table, two hailing from Kings, one from Wolves. But, those King Barons weren't as they seemed. They were assassins.
In the Paskin, King Baron card, Uldren talks about how the Kings aren't going to just roll over and let Skolas subjugate them. Then, in the next card, Vekis, King Baron, Uldren elaborates on how why the Kings just sent two Barons to meet Yavek. It's because, as I said earlier, because they weren't just common Barons, but assassins. Maybe the Kell of Kings thought Skolas himself would appear, or maybe he wanted to send a message to Skolas with Yavek's head. Either way, they were stopped. But, it just shows how clever and ambitious the Kings are.
And now, with Skolas out of the way, and a new technological enhancement(SIVA) the Kings can become even more powerful than ever before. They rule the Devils. They most likely rule the Splicers as well, as you can see King banners all over the Archon's Forge.
What's also interesting is the confuzzling case of Aksor. A disciple of Kaliks, Aksor crusaded against the City and the Awoken. But, he is bathed in King colors, has King banners, and is trying to join Winter. Perhaps Aksor had orders to infiltrate Winter, after he possibly joined Kings? It would theoretically make sense, as Winter was a major force(until the Guardian obliterated it), with a strong Kell, Draksis.
To sum up, I believe that House Kings is trying to get all the Houses together, like Skolas did.
They already rule Devils, and with their uncovering of SIVA, Kings could possibly be stronger.
House Kings may have been trying to eliminate their direct competition, Wolves, becuase Skolas had the same idea.
Kings may have tried to pull Winter to them, with the Priest Aksor.
But now, with almost all Houses(King untouched) destroyed, they may all just join willingly. And when they do, the City may not stand for a third time.
