They could also do 30fps on pve if it's open world and 60fps on pvp because that won't b open world, just like the new gran turismo where it's 60fps @ 1080p but in the replays it's 30fps with much more detail
They can change frame rates for game modes

Conceptually that is possible but if it's a game both on PS4 and PS4 Pro then any PVP element can't be at a higher fps than PS4.
