I purchased Destiny The Collection from walmart in disc form and entered the code in the xbox store from my xbox one and signed in and i only have access to the base game and none of the expantions. When i try to enter the code from in the game it says "This code has already been redeemed." but i still cant access any of: E1, E2 ,TTK, or ROI. Is there anything i need to/can do to get it working or who would i need to contact if its not that simple?

These should be resolved now, so you may want to try again to enter the Code and download the items. If you already used the Code and it worked fine the first time, check your download history. If the "Code redeemed" Error appeared the first time you've entered the Code, you may want to contact the Store where you bought your Destiny - The Collection. Bungie does not handle Code Distribution and cannot grant you a new Code, unfortunately.
