DIM is incorrect about memory of Silimar, check the one on my hunter. They can go higher, I have an artifact that maxes at combined 131 int/dis. The Silimar for sale maxes at 119. The Silimar is only 90.8%, not 100%. Items used to go up in stats as they went up in light when roi launched. Most now do not. DIM is calculating the stats based on the assumption the stats go up with light like they used to. If you don't believe me, buy the Silimar, and level it to 400. It will have the same stats, and be good for three marks.
