Honestly, it was far more handy in year 1. At that point, it's recharge rate was twice as fast to what it is now and there was a lot more emphasis on playing safe over speedy. Back when wiping in the nightfall resulted in returning to orbit and restarting, there was a lot more emphasis on cheese spots and playing super safe which is where the icebreaker really excels because you don't need to leave safety for ammo. Now, people are more focused on dps which is where the icebreaker is terrible. There is still use for the icebreaker but you have to think of it differently. You want a different weapon that can hold up reasonable dps. Whenever the breaker is full, pull it out and unload it, whether that is a boss or just random ads. Then switch off to your primary or heavy and let it recharge. To take full advantage of it, you just want to dump it as much as possible and don't just sit on it waiting to recharge.

I gave my Icebreaker to my Hunter so that he can stay in the back and snipe from a safe distance. Because he is weak, slow and squishy. Meanwhile my Titan is up front slashing the shit out of stuff taking a beating like a champ. All that armor all that speed all that raw power. Titans are mother -blam!-ing Jedi. My Titan looks at a sniper rifle as a weapon for pussies. A rifle with unlimited regenerating ammo a weapon for only the largest pussies. I could have given Icebreaker to my Warlock however someone has to keep the tower clean and make dinner for the hungry real guardians. It's not useful at all. In fact I'd go as far as to say it's totally irrelevant. Who wastes their exotic slot on a sniper rifle in pve???

It's great when juggler is active. Invective is as well. Icebreaker makes things explode... need I say more???? Great for mobs and collateral damage on PvP foes while they rez teammates and you rez snipe. I have yet to be blessed with the latest Icebreaker. Can't wait to get it and camo it out - the ornament dropped from one of the first packages I opened.

No where but a single spot in VoG. It's completely useless in any other pve related activity. Anyone telling you otherwise is a complete moron who has no idea what they're talking about.

If I had one, I would use it in The Sunless Cell strike when you have to kill the taken after the battery section. Infinite ammo + sniper lane = profit

Camping the oracles, templar, gatekeepers. Besides that, solar burn juggler specialist strikes if you're one of the only people in the game that don't have special synthesis.

I was doing heroics last night, and some dude was using it, seemed to be getting a fair amount of killing done with it.

Oracles.... Yep that's it. Unless you like it in pvp you'll only use it on oracles.
