So I've been thinking about all of the Jugg shotgun complaints and thought of a possible solution to the problems while adding value to an unpopular weapon perk.
Allow armor piercing rounds/Keyhole to penetrate the shield.
Now I know some will say thats too hard of a counter, and I agree, so hear me out.
Ideas for balance purposes:
>>Bullets that pierce Juggernaut cannot crit.
>>Bullets that pierce only deal 80% of their normal damage. (Or lower if needed)
>>Bullets do not pierce but rather deal bonus damage to the shield/supers with added armor resistance
I think this would add a lot of value to an often overlooked perk, add some counterplay to Jugg-Shotty, and be a good alternative to directly nerfing shotguns or Juggernaut.
I'd love to hear your thoughts and alternative ideas for skill and weapon balance without looking to simply apply direct nerfs, but instead promote counterplay for any sublcass, weapon, or perk.

Increase WoD duration Increase force barrier strength and duration. And WoD decreased cool down time. Or maybe WoD decreased cool down time could be passive with Armor of Light. One of them should be switched for jug and striker can get an alternative ability.

God, everyone whines about this too much. Jug-shotgunners are so easy to counter (assuming they are skating). All you have to do is jump over them and run, as it takes time to recover, or you could blink or shadestep around them to disorient. It's not that hard, just takes getting used to.

My fix would be to have Juggernaut only active when you are sprinting on the ground. As soon as you jump (or get airborne) you lose it. Also, when the shield runs out you stop sprinting and go on sprint cooldown and remove the ability where you can slide reset your juggernaut shield.

Make titans slower while using the shield. Maybe even need their jump while using it too? But not with the changes above just the movement nerfs.
