But if you infuse a raid item into a different item, then you're obviously not even using that raid item.

You might be, it might be your only max light item. You have to weigh the benefits and the negative.
-
Here's how it goes- PvE players will most likely be using raid gear. They're not gonna be using something like Stillpiercer or Matador in the raid. It's counterproductive. And the situation is reversed. If you main PvP, you're probably not going to be running raid gear over your Matador/PDX/etc.
-
We are talking about middle to early endgame. Late endgame will have all 400 LL drops. Early endgame players will have to choose which weapons to use and which weapons to infuse. Not everyone uses raid gear because this raid caters to preferences.
-
But then if you choose a different weapon because you feel it is better than what the raid has to offer, then that means you won't be using what the raid has to offer, and therefore don't need duplicates.
-
But not every weapon fits every situation. Not every player plays only pvp or pve. Kiosks will just turn raid given weapons into infusion fuel because you can get more. It drastically devalues raid weapons.
-
"because you can get more" You can also run the raid again too.
-
Exactly my point. To get more you have to run the raid again or multiple time. Not fly into the tower for 3 minutes
