In the NEW Nexus Mind, the dialogue states that the Vex have built the Nexus again, but this time, they have outfitted it with a tougher Chassis and tech from the Vault of Glass. At first, the Vex could only bring the teleporting platforms out, but now? This proves that the Vex are learning, taking things from the Vault and implementing them in the real world. It is only a matter of time before they bring in Oracles, and then we are -blam!-ED.
