Need some help here. Explosive Rounds always seem great but I never turn them on because they either mess up getting head shots or they don't deal solar damage so aren't great during a burn.
I've seen players say it's good in the raid or other specific enemy situations.
What is this perk actually good for?

If you get good stability on it they are AMAZING for pvp. Basically with the new recoil update (and even before that) as long as you nail them with every pull of the trigger youll almost never get hit by who your aiming at. Makes their reticle buck like a bull

Unless you really MUST have outlaw or firefly proc reliably, the damage boost from explosive rounds is borderline brokenly OP for PvE. I'm really not sure that they're supposed to be as good as they are and am a little surprised they haven't been nerfed.

Shanks in Aksis phase single shot with explosive rounds essily.

Shanks in the raid. A max impact scout (like badger and keystone) with explosive rounds can one shot them. Also helps with the rest of the raid since you do more non-critical damage and can avoid more headshot siva bombs.

No damage drop off, especially good on hand Cannons. Extra flinch and deal Extra damage to yellow health bars in pve
