In a party chat on PS4 with a buddy. Was hard to hear him over the gunshots and explosions. I thought it was him. Told me there was nothing wrong with his mic. So I turned down my volume. Loud. Down even more. Loud. 9% for the lowest before muted, and it's loud. Now at 9%. And gunshots, explosions, enemies, ambient sound. 100% volume. Ghost, character voices, footsteps, melee hits are absolutely quiet. And it fluctuates. All game sound goes from low to maximum randomly. It's annoying.
