I think that HoW was the best weapon balance we got because of the reforgeing from weapons. Everyone has his own god roll weapon and noone was handycaped... Who wants it also back?!?
Edit: Here is a good Suggestion from: Chris P Snipes
How about this concept:
You literally have a gunsmith in the tower and theres an armsday everyweek. So my idea is that you can hand 1 weapon per week to the gunsmith (the weapon will be gone till next armsday!!!) And the next part is where im not sure what would be the best:
A) he gives you a complete new random roll of the weapon
B) you can choose 1 perk that gets rolled
C) you give him another weapon that has that part. E.g. a scope. Lets say you got a decent sniper, but the scopes are bad so you give that sniper to the gunsmith and another legendary sniper that has the desired scope on it. (2nd sniper will be deleted in the progress) i mean hes a gunsmith - why wouldnt he be able to put one scope / perk onto another gun.
In my Opinion is 1 Weapon per week not enough for some Players (like me) but Restrictions like this goes in a Way which is ok and not really "gamebreaking".
If you have more Ideas write it into the Comments!
And before you complain about Shotguns, look at this Post from me (It is my Opinion):

Edited by iDovahBear: 11/4/2016 2:33:53 AMI want Reforging back, but a revised system wouldn't hurt. But a system rigged to make both rolls worse than before is undesirable. Which is why I like the idea of only being able to change one perk at a time on a weekly lockout per-weapon. Not per-player, not per-account, just once per week on each individual weapon. That would be ideal. Including the Weaponsmith and Armsday would give them another dynamic to add for Banshee. Right now he's like useless scrap metal that happens to shell out a few menial supplies we're forced to buy when the game runs dry of them during gameplay or we end up overusing them. But I especially like being able to combine two misfit weapons with standalone 'god roll' perks into a Crucible-ready weapon that a player can feel they honestly worked for without just cheesing rerolls. I had for awhile tried to hold on to partially crappy rolls of Eyasluna hoping they would implement a weapon fusion/reforge function in Rise of Iron that capitalized on this sort of fusion system. But they never did. Even still it was nice being able to compare Eyasluna+Hammerforged+Rangefinder w/o a target acquisition scope against one with a target acquisition scope+Rifled Barrel but no Rangefinder. But being able to combine them would not only make sense, but it would still force a sort of grind prerequisite and the reality and lore of it makes sense. You have the parts, you just need to swap 'em.
