This is kind of true. Most of the time, leaders are very charismatic, persuasive, strong, and smart. These can get passed on from parents to children. On the other hand, people like Adolf Hitler, who was beta as -blam!- yet came to power and almost won WW2, can be very surprisingly strong leaders.
