So going three weeks in, it seems like EVERYONE already has OBP as opposed to months later still very few people had ToM.
I wonder why this is? Both are difficult to acquire but in just my observations, it seems like far more people have the OBP than people had ToM.

It's like elitest a-holes don't like helping people through raids because of requirements. Ex: "Must have ToM for King's Fall" "Must be 370+ for Wotm." That's the main reason not everyone can acquire the ToM or OBP. I have my ToM, just can't get OBP due to being on 360.

It may seem that way because OP has an actual use outside of the raid, unlike ToM, so people are actually using it elsewhere.

Neither are very difficult, the touch of malice wasn't very popular or sought after because it didn't drop at an unattainable light level and required collecting the fragments.

I don't think the issue is that very few people have it, it's that very few people use it outside of the raid. For the record, I don't have Outbreak Prime and probably never will, at this rate -- but I do have Touch of Malice.

OP was more of a hassle due to the fact that you need specific people at every quest step. ToM was just about finishing the raid once and get the right amount of fragments.

Where else would anyone in their right mind use ToM than in the raid....
