To many weapons are ruined or made by blind luck. Especially in competitive game modes and online multiplayer, you can't use "skill" and "RNG" in the same sentence.
Two equal players but one having access to a better gun is not skill based or fair.
For a game set up with skill based match making you fail on the fundamental level of having unfair advantages from the start.
Player x gets a malok with braced frame and counter balance vs a player with 0 stability? It's not like there is a way to get the gun or put the perks on it you want?
So player x has a luck based advantage? You could say pick another weapon but again, some weapons and perks are just more desirable. We didn't design the game - just chose to play it.
Strike specific weapons were rare in the first place - NOW EVEN MORE RARE because of the BS key system.
Bring back reforge on adept and strike specific/iron banner guns - before even mentioning "God rolls" think about the fact players will always gravitate towards what suits a weapon and its strongest use.
Why should one player have a luck based advantage?

Crucible should have standardized loadouts. Then it would be skill-based.
