I am here to throw away all the misinformation about High Caliber Rounds! This guide is up to date. I highly suggest you watch the video but I know some people are at work, so I am going to my best to give you the run down in text.

So High Caliber Rounds is a deceptively complex perk, and honestly very important in all activities in destiny. Flinch and stagger are a fundamental gameplay mechanic. I talk about four things in the video (PvE, PvE, Range, and Handling)
PvE: Im sure everybody already knows this but you can't stagger through shields and there is no changing that with High Caliber Rounds. After testing a few guns, I conclude that High Caliber Rounds increases stagger by about half/one third. This is very noticeable and very powerful.
PvP: I know a lot of people are interested in PvP because flinch was a very important factor in the meta of destiny (High fire rate autos and pulse rifles) I tested with The Last Word and Red Death. I showed that High Caliber Rounds changes the flinch by a large amount. It really helps you win the 1v1 duels. Monte Carlo is one of the guns that are extremely deadly with High Caliber Rounds, along with Boolean Gemini.
Range: When your selecting the High Caliber Rounds Perk it shows that it increases your range by just a fraction. I decided to test that out. I got different answers with each gun. It ended up not being that big of a range increase. (about a foot or less for most guns)
Handling: in the tool tip of High Caliber Rounds it says it slows down handling. I tested this with a few weapons and everything I tested was in conclusive. As far as I know there is no change in handling when you have High Caliber Rounds active.
