After doing a lot of testing I decided to put together this list of notes on all the information I could gather about Memory or Timur and its unique ability Timur's Demons.
---------------------------------------------------------------------------------------------------------------------------------------------------------------
(From this point forward an enemy affected by Timur's Demons or applying Timur's Demons to an enemy will be referred to as enthralled and enthralling.)
• Enemies can only be enthralled by hitting them with a melee attack (duh).
• The actual melee attack that applies the effect deals no damage, but will consume your melee charge if it is available.
• Hitting an enemy with non-melee abilities that deal melee damage, such as Arc Blade and Shoulder Charge, can not enthrall them.
• Thrown "melee" attacks such as Throwing Knife and Smoke Bomb can not enthrall enemies.
• Melee attacks have a 30% chance of enthralling an enemy.*
• The enthralling effect lasts for 30 seconds after which they will revert back to being hostile.
• There is no practical limit to the amount of enemies that can be enthralled at one time.
• Any enemy with a red health bar can be enthralled with the exception of fortifications such as Shrikers and Cyclopes. Enemies with yellow health bars and entities without health bars are immune to the effect.
• When an enemy is enthralled they will not regain any lost health, but if they have a shield it will instantly recharge to full.
• Enthralled enemies will instantly become immune to all player damage.
• Enthralled enemies can still deal damage to you if you become caught in their crossfire. This is most evident with attacks that deal AoE damage.
• Once it is enthralled an enemy can be reverted back to its normal state prematurely by meleeing them again. This works for all players using Memory of Timur, not just the player that enthralled them.
• After enthralling an enemy there is a 5 second cooldown timer in which they can not be reverted.
• Kills obtained by an enthralled enemy are not attributed to you if you did not personally contribute to the kill. The same as with another player.
• While all summoned units can be enthralled individually, if an enthralled enemy summons a unit while enthralled the new unit will be hostile and immediately attack its master.
• For the duration of its enthrallment enemies will be promoted. Hive will become Ascendant. Vex will become Zealots. Etc. Not every enemy type appears to subject to this and all Splicers are immune. The effect of this is unclear.
• In rare cases it is possible for the player to enthrall themselves when meleeing an enemy. The swirling lights effect of enthrallment will cover the player's head and remain for 30 seconds just as it would an enemy. This effect will interfere with the players vision making it difficult to see. The precise circumstances that trigger this are unclear.
*(Extrapolated from empirical testing with a sample size of 600.)

If there is any information that you believe I missed please tell me and I will investigate it. If I can confirm it I will add it to this database. The same goes for any information you believe is incorrect. I also realize this is poorly formatted. I apologize as i'm not really good with those kinds of things. Any suggestions in that regards would also be appreciated.

Using it on Hydras, Ogres, Servitors, and Colossuses is the best. Also I managed to get a suicide shank enthralled. I am the new Taken King.
