So I've had the Exotic for a bit but got rid of it do to it's low performance and well useless perk. Any player can tell you that this perk will not help in pvp and barely in pve. I will ask for scenarios that this helm has helped you survive or take out a target? I have almost no scenario that gave me an edge or the ability to go beyond the norm of my warlock. If I get hit and my health is low and I blink away to early then I miss the perk proc. If I wait for the health bar to recharge I would have been killed by the target. The perk is so specific and barely helps when the time arrives that it winds up pointless. Destiny is not a game where the passive running away technique wins and or gets the team points.
So how do we fix this problem?
1. make the recovery perk proc as you blink and not when the recharge happens and increase the speed of the recharge.
2. remake the perks all together and make it do what it was supposed to do "reduce blink timer and blink distance or something else better.
3. give it another perk to help with this weak main perk.
These are just a few suggestion to help with this super under whelming helm that has almost no use at all.

They [b][u]NEED[/u][/b] to buff the Astrocyte and knucklehead radar. They both have -blam!-ing useless perks. Mostly because third eye is pretty easy to get, and there's even an artifact that does the knucklehead's perk but better

I think a way to make the perk good would be instantly regain half (or a quarter) of your health bar back on blink. For example if you're at 25% health then you blink you're instantly at 75% (or 50%) and it still takes time to have recovery proc (as always) after the perk takes effect. Or have a second part of the perk that shuts off recovery for a few seconds if they choose half shields instead of a quarter of course.

Trust Bungie to nerf something before it even came out, I'm keeping it on because of the look and not really much else. I do well in PvP anyways so I'm not too bothered in that category since most of the time i dominate in crucible, PvE is where I would worry for it... It should have its original perks tbh there's a lot worse things in crucible than blink in my opinion and PvE I don't see the use in it. The helm needs some sort of loving for it to be useful in either PvE or PvP...
