I have pre-ordered the rise of iron through gamestop and when I attempted to download the expansion through the game it said this, "Could not establish connection to the Xbox games store. New silver purchases will update when you next sign in." So I called Microsoft to see if it were an issue on their end and it turns out that I'm missing the license to the taken king, to which they cannot assist me with because I didn't buy it through the Xbox games store. Microsoft had mentioned my best bet is to get a hold of bungie with my issue to see if they would reinstate my license so that I may purchase and play rise of iron.

The Taken King is a digital only expansion, and all purchases of TTK end up going through the xbox live marketplace for Xbox consoles. You will either have purchased directly from Microsoft, or received a code from a physical version to enter into the xbox live marketplace to redeem your copy of TTK. Unfortunately, the Xbox live marketplace, your account, and the licenses attached to your account, are all owned by Microsoft. Bungie has no access to these systems. If there is an issue with your TTK license, it must be handled on Microsoft's end.

I had a similar issue but on ps4. Had to reset my license I found a guide online. I don't know if it works the same with xbox.

Microsoft is just passing the Buck again. They handle the licences which are sent out by them when you buy the item. Bungie has nothing to do with the retail side of the game and all they could do is to see what licences you hold concerning Destiny.
