Make sure you take a fire team. I lost a legendary siva part because of two douche nozzles.

How do you unlock it?

It was open when I went in... I assume it opens somewhere during the storyline. You put the siva part in the computer that's on the platform you walk in on then it locks you and whoever is in there with you in the room. If you've done the last mission for the storyline you passed through it.
