Old emotes should "lose value" and get a price drop. Instead of having Tess sell "Winter 2015" and "Fall 2015" emote packages for 200 Silver, it should be sold for 25-100 Silver Dust—(more or less) depending on how scarce the currency is. This gives collectors a chance at all the emotes, keeps players on the grind, and gives those who don't buy silver a better chance at getting more emotes.
I feel this change would make a majority of players very happy. Any thoughts or feedback would be greatly appreciated.

They do lose value. The 500 Silver legendary emotes can be purchased for just 200 Silver now.
