You're forgetting that in the originally story rasputin was an exo (a warmind inside I don't know).
It's not conceivable that Bungie liked this story idea and kept it for at least one character. Maybe the exo stranger is a warmind.

Oh I know. It's just that they have kept much of what was the original story. OPs theory whilst great to read is conveluted. Often the best explanation is the simplest one.
