Maybe because of guns like Lyudmila (SP?). 4 round bursts. That thing can be a beast in a skilled hand.
Haven't gotten one with a roll that beats my PDX's stability yet, so keep falling back to it when I get frustrated with the Lyud. Maybe if I can get one with a touch more stability one day....

Lyudmila has horrible stability. I have braced frame and zen moment on mine and still it kicks too much. Hakke pulse rifles just need a slight boost to stability.

IKR. I REALLY want to like that gun. On paper it looks like it has soooo much potential. But it just frustrates the h3ll out of me every time I pull it out.

It got slightly better since the last patch, I can feel it. But its not good enough. My suggestion is to get a roll which has rodeo and added stability. Rodeo works extremely well on Hakke pulse rifles because of the 4shot vertical recoil. It's even more valuable than counterbalance. I have a herja-d with rodeo and injection mold. It's very stable, but has no range almost :(. It flinches easily too so it's hard to keep steady. This is what needs to be fixed.

yeah...but it's an exotic. Need a non-exotic also so you can use one in another slot. PITA sometimes.

SUROS PDX-45 with "Full auto" perk is probably what you need then. Got mine from the Gunsmith at Rank 3 while buying a legendary package, he later let you choose 1 out of 3 SUROS PDX-45 selectable weapon but each one has a random perk.
