DoT artifact incoming, so why did you nerf Sunsingers?

Hey Bungie, just one quick question. If you guys had originally planned for an artifact that negates DoT in Rise of Iron dlc, what was the purpose of nerfing the "Viking Funeral" perk? Im just curious.

Good point. Also that effect will neuteur sunsingers even more than they already are.
