Now that it's all behind us, what was that 0.04% nonsense about anyway?

It looks like Bungie wanted high rate of fire auto rifles to kill faster, but only by just one bullet and only when the gun has just the right impact against an enemy with just the right armor at just the right range.
Could you guys just admit that you messed up somewhere?

Everyone made fun of those patch notes, but almost immediately started bitching about doctrine after the patch.
