Personally, I think the problem you're talking about is more likely due to the "Damage Referee" Bungie incorporated into the game - not necessarily lag. Year one wasn't like this. It's been awful since February 2016, when the Referee was activated, and they've been tinkering with it ever since - the power to change outcomes in games.
