Are you sure it's not your network provider or your set up that is to blame?

Nope, lots of people with the same issue. Xbox one, PS4, different ISP's same result can't join the same fire team. We can join in other games like Halo but not Destiny

Bummer, so annoying not being able to join fireteam members .especially when iron banner is on! Hope you get it sorted soon.

A friend showed me a Reddit post that fixed this issue. I had to call my ISP, Comcast, had them put my router/modem into bridge mode. Than each xbox was assigned it's own IP address. Restarted everything including a hard reset on the Xboxes and now we can join each other's fire team
