I think it could be useful. Duck back into cover and unless they enemy knows you are using it, they will leave you to burn out, when in fact you'll get your shield back and have a chance to catch them by surprise I agree it sounds pretty average on paper, but so do a lot of perks which end up being borderline OP. I don't think this will ever be OP, but it could be very useful.
