If you look long enough, a truck comes in and the workers have lunch before driving away.

Roadwork doesn't even exist in my community (unless someone wants to get their driveway paved, but only 2 houses have it). The only thing roadwork-like that happened was when they tried to flatten out the huge potholes and bumps on my road (which is made of gravel and goes uphill), and it only made things worse.

They also decided to do it when K-12 school was still in session meaning there were frequent interruptions and delays, and they [i]also[/i] decided not to put a sign up when they finally started pouring the first layer of stuff down, which resulted in at least one car whose tires got covered in about half an inch of tar.

If I remember right, construction workers are in a union, at least here in Chicago. To keep their budget high, thus their pay high, they'll go around adding construction signs to places that don't even need it just to keep budget cuts away.

Wow. Road work in my city takes at least 3 months. We pay 13% for taxes and it takes ages.
