Every weapon. EVERY weapon. Should have a chance to spawn with elemental damage, and every weapon should have a chance to spawn with kinetic damage. They need a dinamic in PVE where either there is a special burn active for kinetic weapons, or else kinetic weapons do less damage to shielded enemies, and more damage to unshielded enemies.
Most of the exotics should be exotic. Obiously void for Bad Juju and Inappropriate Touch of Malice, arc for hardlight and no time to explain, Monte Carlo and Suros should be kinetic... The multitool should be a multitool, three different set ups, void with it's stats mostly as is, Solar with high damage, low rate of fire, high recoil, arc low impact, highest scout rate of fire, no recoil. Maybe change a secondary aspect, autofire would be good with a high rate of fire, maybe send it for void, explosive rounds without damage penalty or firefly for solar......... Anyone who's played the Crota dlc all the way through knows there /is/ precedent for this. (Yeah yeah, it can't be balanced in pvp.... They should have just banned exotic weapons and armor in pvp so in the pve game they could be the epic arsenal they were suppose to be instead of now where most exotics are just a waste of space)
Bungie's idiotic way of forcing people to use non elemental primaries was to just abolish them. All they had to do was stop making them drop exclusively from raids, and give people a reason to want non elemental weapons in curtain situations. Hell, they could have used the same system they're using for Chroma to just let people add their own element and be done with it.
