I see how it could get frustrating being on the receiving end of a sniper, but for starters, aim assist is actually pretty low on some meta game snipers, and i dont believe that the rest should suffer for those few that have ridiculous assist. Regarding the three bullets to kill, i find that a bit unfair considering that you dont spawn with ammo and have a 4 round mag on average, so you basically are guaranteed to die if that happens. I have also found it to be very area specific in that you need to know where to actually use a sniper. It is possible to use in mid to short range but there is a massive risk involved in that.
