This red bar flaming is getting crazy. What a lot of people seem to be conveniently forgetting is that you can have an awesome connection and still red bar.
Example, I have a 10m connection but depending who bungie connects me to I might end up green, yellow or red. The problem is that you can have hi speed, but if you get paired with someone in the other side of the world you're going to have a bad time.
What would fix/help the issue is a mixture of connection and skill based match making. Other games have got it pretty close, fingers crossed bungie can figure it out.

What would fix it is common sense and a little work. It's 2016 lag should no longer be a issue. I live in the sticks and get 120meg down and 12up could double it for more $$. But fixing red bars doesn't make them money. They'll just say they are banning people and make a new raid and everyone will hand them money... Rinse repeat..ooo wait expansion is coming.

Some of it can be due to misconfigured networks too. If players aren't getting the direct UDP broadcasts they can be getting delayed updates after the background syncs to the Bungie database servers. Destiny relies on P2P connection. It all depends on how well other players connection is, and how well you can connect to them, as well as many other factors. Best of luck!
