i've been saying this fora couple weeks.
i think it is Bungies idea to collect data - showing that because there is a burn - that zhalo is the only primary being used.
they will then use this data collected to point out why Elemental primaries will not return, because then that is the only gun being used. and doesnt' fit into their diversity plan - where a lot of different weapons can be used.
why else would we have Arc burn on heroics for, what, 3 straight weeks now? and now the Nightfall is Arc as well. just seems funny that the burn just happens to be the only one we actually have a Primary for.

All it ever took to resolve the problem is to make there be a kinetic burn, for instance, kinetic weapons do less damage to shields but do massive damage to unshielded targets, and then allow any element to randomly occur on any primary, but kinetic is still in the mix, and now there's a reason to want it.... It would have taken like five minutes to write the script, but gods forbid they do what makes sense.

Well I guess the thing is it makes sense for kinetic weapons to do more damage than energy based ones. Energy weapons be they lasers or plasma or what have you react on impact, and direct much of their energy away from the impact sight, even if plasma explodes on impact it's not going to dig in very deep. A solid kinetic projectile with mass and inertia how ever is going to have much deeper penetration. So directed energy weapons for high impact to properly polarized shields, low impact to unshielded enemies, kinetic weapons low impact to shields, high impact to unshielded enemies. Also it doesn't help that on "match game" you practically have to have one gun of each element.

I've always seen Small Arms as the 'kinetic burn' for Y2, even though I miss it + elemental burn from HoW - although this week's heroics with Zhalo fix that ;) I understand your rationale, but I don't think Bungie would add a 'kinetic burn' on top of small arms, rendering primaries top-tier in PvE end game activities when both those modifiers are active.
