No. Its an actual place everyone can go. I believe its the next social space. Think they said that is what it is. I bet now they are making lvling up grant rewards or something like that. Similar how now if you "lvl" up you get motes of light. But now you get packages.

The lighthouse is also labeled a social space. google Trials of Osiris social space or Lighthouse social space. You'll find all sorts of posts talking about it on the bungie forums, gamer sites, and other third party sources.

You need to do a story mission. And in story re capture it. After you've done that it will be your new main social space with vendors.
