There have been some tuning issues for the Challenge of Elders, to get the difficult just right. One of the things that threw off the tuning was Bungie publishing the three teams with the best scores each week. This created a competition for the really good players and pushed the scores very high. Bungie responded by upping the difficulty. This had a lot of the weaker and average players getting frustrated and complaining.
I think the CoE should have difficulty settings. Keep the light level the same, but have an easy mode with no modifiers. And medium difficulty mode with the modifiers. And a hard mode that would used for the weekly high score challenge and would have the additional A) disable self reviving and b) you are kicked out and have to restart on a team wipe.
There would be individual Elder Sigils for each difficulty level and the rewards from Variks would reflect the level of difficulty.
This would allow weaker players to enjoy the CoE while providing incentive to do the hard difficulties.
