Will Xur come normaly on legacy consoles

IGN gave news about what will happen in Destiny for Legacy Consoles. Sadly Xur will not be available for Legacy Consoles. Sorry. Iron Banner will also not be available and or stuff like Crimson or Halloween festivals.

I believe in August both gens will have separate updates, so it could be possible that xur will have different stock on legacy consoles
