the shader's and cosmetics Tower NPC
should sell Chroma
it makes sense
it adds purpose to an underutilized NPC
or better yet, chroma shouldn't even be an Inventory Item
just visit Eva and have her paint your gear directly
less useless currencies clogging up this game

Eva Levante should sell a lot of stuff associated with armor - if she does, however, I suspect we won't see it before Rise of Iron launches.
