The thing is doesn't matter how good you are with a sniper any person can it up and pull of a body shot and a primary burst or a double shot even myself and I'm garbage with snipers. Please keep in mind this isn't a "cry nerf" situation the changes suggested are design to punish bad snipers and let true skill shine.
