During which I made mention of an idea that I proposed a long while back called the "Guardian Council" which came up months before the release of TTK. The concept was to establish formal representation for the Community to support having a two-way discussion between us and Bungie Development. You could think of it as while Cozmo is the representative for Bungie, the Council would be the same thing but for us. A group of individuals elected by the people to act on their behalf.
Now, for whatever reason I can't seem to track down the original post. The forum search feature is just so totally unhelpful as per usual... But I do have a pretty good memory of what I wrote along with the notes I was trying to keep updated based on the feedback people were giving me. So you can consider this the [i]"still in progress revised version"[/i] more or less.
The reason why this didn't see any further progress was because it didn't really get as much support as I wanted. Because this is something by and for the Community, its important that a lot of people be in favor of supporting it. It just didn't feel right to push it forward without there being ample wanting from folks. Cozmo suggested still doing it and I've been considering re-posting this for a while now. So hopefully we'll see a bigger turnout for it this time around.
[u][b]THE GUARDIAN COUNCIL[/b][/u]
A Community sanctioned council made up of volunteer members. Established by the people, for the people. Becoming a Council Member is not, nor should ever be viewed as a glorified position of power. That power stems directly from the people to serve on their behalf. As such, Council Members are considered Public Servants with the task of carrying out the will of the Community.
As such, the Council adheres to the following terms...
[b]1:[/b] Council Members are restricted from giving their own opinions on subjects and MUST maintain a true sense of neutrality to remain unbiased.
[b]2:[/b] The Guardian Council acts to supervise organized debates, presiding over discussions until concluded by participants. These discussions will be given a time limit of about 2-3 weeks, starting on Sunday and ending on Saturday.
[b]3:[/b] Once a Topic has been concluded and there has been enough support given, the Council will present it to Bungie. Council Members are not allowed to tamper with the original proposal. Based on the results of the discussion with Bungie, the Council will submit Developer Feedback to the Community for further discussion and possible revisions.
[b]4:[/b] If required, given the nature of some topics, Council Members may be required to sign an NDA (Non-Disclosure Agreement) for certain discussions. Council Members will be unable to speak about any restricted information and will inform the Community of such. (ex: [i]"Sorry, we can't talk about that."[/i] ) Council Members will do their best to still work on the matter and continue said discussions, though.
[b]5: COUNCIL MEMBER POSITIONS ARE NOT PERMANENT.[/b] They are an elected position. Seat Elections take place every 6 months. Candidates must register to volunteer. The registration process will take place in its own thread. Council Members can be re-elected under certain conditions.
-There are not enough Candidates available.
-The Community proposes a Council Member be allowed to re-elect. (Only allowed 1 time)
At any time, the Community can call for the removal of a Council Member. A substantial reason must be presented for why they should be removed, either because they are too inactive or are proven guilty of violating the terms of office. Following a Trial by Peers with the Community presiding as Jury, the Council Member will be removed and any Candidates who were previously up for consideration will replace them.
[b]6:[/b] Bungie Community Manager Cozmo will work with the Guardian Council to setup Meeting Discussions with Bungie Development, whether by using the Guardian Council Private Forum to serve as the preferred venue or some other means. (The Group Forum probably being the better option as the Dev Team will be able to have much more leeway in participation as opposed to any kind of Live Chat, plus it will be easier for Council Members to present Community Feedback in written form)
[b]7:[/b] Any Council Member found leaking confidential information will be subsequently removed as a Council Member and potentially banned from the forum indefinitely. Legal action may also be taken regarding a breach of any signed NDA.

I agree with everything except for 2 things. 1) The community must have access to the meetings. In other words, the meetings between the council and the devs should be transparent. Everyone should be able to see and discuss what actually was said and brought to the table in the meetings. 2) No IPR or secrets should be discussed period. Starting with the devs. That would absolve the need for a NDA signed by the council and would gain the council more trust from the community.
