And he's saying "the people there are idiots and they're all gonna die when the Darkness comes back" The weapons he lists are a metaphorical arms race. From melee weapons to guns to biological weapons to instant-death magic.

I dont see it as a prophecy, its more of an illustration. Natural order dictates winners and losers. Humans like to believe there is an option where all are winners. This is an attempt to explain that there will always be conquerer and conquered.

We are most definitely the city ringed in spears, but I don't think SIVA comes into it.

That is not a prediction of SIVA. The passage you reference is more likely to be an alternate take on guns, germs, and steel, which was an influential book on explaining why Europe was able to conquer the world. This card just explains the primal forces at work in the universe and why the Deep will be the ultimate victor. Saying something was correctly prophesied is easy when you interpret in hindsight.
