From what I see right now it doesn't seem worth focusing, but I'm a Hunter and the class is supposed to be based around agility. What does agility even do? I know it increase Sprint speed and Jump height, but it's hardly noticeable when compared to a low agility Guardian, so is there a reason to even focus on it?

Agility doesn't increase sprint speed, only running speed and jump height. A little agility is good for strafing while aiming. The reason you need high recovery is so you don't get rekt for using Blink. Use Flux Grenades to OHK guardians and crucible when stickied, and arcbolt for crowd control in PvE. In PvE, try to play support with invisibility so you can revive teammates without any threat. You arent much of a damage dealer to majors and ultras. If you are a gunslinger, main recovery with your second being armour. Use Incendiary grenades for crowd control in PvE and Tripmines for traps in PvP. Deadeye increases your Golden Guns bullet magnetism, so use it in PvP. In PvE, use Combustion along with to eliminate large groups of enemies
