I think they sell a consumable that will fully level a subclass. So technically you might be able to level one without equipping it. That may be why its worded the way it is.

Maybe, but I don't think you can apply a consumable to a character you aren't currently using.

Either or. I think for any gain to go to a subclass, it has to be the currently selected one.

That might be right. I was wondering how you could have sunsinger selected and level up stormcaller.
