During which I made mention of an idea that I proposed a long while back called the "Guardian Council" which came up months before the release of TTK. The concept was to establish formal representation for the Community to support having a two-way discussion between us and Bungie Development. You could think of it as while Cozmo is the representative for Bungie, the Council would be the same thing but for us. A group of individuals elected by the people to act on their behalf.
Now, for whatever reason I can't seem to track down the original post. The forum search feature is just so totally unhelpful as per usual... But I do have a pretty good memory of what I wrote along with the notes I was trying to keep updated based on the feedback people were giving me. So you can consider this the [i]"still in progress revised version"[/i] more or less.
The reason why this didn't see any further progress was because it didn't really get as much support as I wanted. Because this is something by and for the Community, its important that a lot of people be in favor of supporting it. It just didn't feel right to push it forward without there being ample wanting from folks. Cozmo suggested still doing it and I've been considering re-posting this for a while now. So hopefully we'll see a bigger turnout for it this time around.
[u][b]THE GUARDIAN COUNCIL[/b][/u]
A Community sanctioned council made up of volunteer members. Established by the people, for the people. Becoming a Council Member is not, nor should ever be viewed as a glorified position of power. That power stems directly from the people to serve on their behalf. As such, Council Members are considered Public Servants with the task of carrying out the will of the Community.
As such, the Council adheres to the following terms...
[b]1:[/b] Council Members are restricted from giving their own opinions on subjects and MUST maintain a true sense of neutrality to remain unbiased.
[b]2:[/b] The Guardian Council acts to supervise organized debates, presiding over discussions until concluded by participants. These discussions will be given a time limit of about 2-3 weeks, starting on Sunday and ending on Saturday.
[b]3:[/b] Once a Topic has been concluded and there has been enough support given, the Council will present it to Bungie. Council Members are not allowed to tamper with the original proposal. Based on the results of the discussion with Bungie, the Council will submit Developer Feedback to the Community for further discussion and possible revisions.
[b]4:[/b] If required, given the nature of some topics, Council Members may be required to sign an NDA (Non-Disclosure Agreement) for certain discussions. Council Members will be unable to speak about any restricted information and will inform the Community of such. (ex: [i]"Sorry, we can't talk about that."[/i] ) Council Members will do their best to still work on the matter and continue said discussions, though.
[b]5: COUNCIL MEMBER POSITIONS ARE NOT PERMANENT.[/b] They are an elected position. Seat Elections take place every 6 months. Candidates must register to volunteer. The registration process will take place in its own thread. Council Members can be re-elected under certain conditions.
-There are not enough Candidates available.
-The Community proposes a Council Member be allowed to re-elect. (Only allowed 1 time)
At any time, the Community can call for the removal of a Council Member. A substantial reason must be presented for why they should be removed, either because they are too inactive or are proven guilty of violating the terms of office. Following a Trial by Peers with the Community presiding as Jury, the Council Member will be removed and any Candidates who were previously up for consideration will replace them.
[b]6:[/b] Bungie Community Manager Cozmo will work with the Guardian Council to setup Meeting Discussions with Bungie Development, whether by using the Guardian Council Private Forum to serve as the preferred venue or some other means. (The Group Forum probably being the better option as the Dev Team will be able to have much more leeway in participation as opposed to any kind of Live Chat, plus it will be easier for Council Members to present Community Feedback in written form)
[b]7:[/b] Any Council Member found leaking confidential information will be subsequently removed as a Council Member and potentially banned from the forum indefinitely. Legal action may also be taken regarding a breach of any signed NDA.

Pointless. Go ahead and have an election but after all is said and done you, and whoever else thinks this is a good idea, will realize it's a waste of time. Bungie only gives a -blam!- about actual gameplay and wouldn't give 2 shits about what some fake council thinks. What's the council supposed to do?? You think because someone got "elected" they'd have a hotline to Bungie Development?? Hahaha! This is stupid.

Due to the repost of this topic (for the third time). I feel like I also need to repost why I don't support it. Look at what's already happening: 1 A few people have the idea being on the GC means there idea gets looked at first. (Done had to use one person as a example of this. I felt bad about it but it needed to be pointed out. 2. The GC gets to by pass every one to give ideas to bungie with the clam "the players support this" with only there word to back it up. 3. Closed door "talks" by a small group. Yea when has that ever been in any way a good thing. 4. The small group gets to push players around. Think about it even thow you say "no special treatment" most players will still see the "I'm part of the GC and don't support this" and get scared away from posting real feedback. 4. The bad methods that the GC is to stop are being used to to get support for it or scare people away. I said I don't like the idea. And for 3 days I have been harassed (out side the forums), called stupid, and told "Cosmo supports it so you should to". Really? 5. Most players already feel you only support or hear ideas from the "elites" and "streamers only". Because of this people feel even trying to voice there views is a pointless waste of time. And you want to add another "select group" between you and the players? The list just keeps going. I love the game. I really do. It's all I play (really the only game I own for my xbox 1). But with the "elites" and "I'm special crowd" like they are my friends have stopped playing. They feel that you have to be a top 1% or there is no point in playing. This has left me with a hard choice. Play solo (let's face it most LFG groups I find have 1 or 2 "I'm special" people who dictate how you are to play) or don't play at all. I can't tell you the number if times I've turned on the game and tried to find a raid or trials group only to be talk down to or belittled by some one who thinks they are "special". That is till I pull out elmblums, shaders or gear that they don't have. Really? Is this what the game has come to "prove your worthy to play or don't play". Just makes me wanna go watch Netflix instead. And I know I'm not the only one that's feels this way. Sorry getting a bit off topic. But I hope you can see my side. There is enough "I'm special" as is. Adding another group (that's right private forums = special in the eyes of the rest) to the list is just a bad idea. I can give you a suggestion right now that would make a lot of players feel better. Find one post (not from a elite, streamer, or YouTuber for a change) and ask the players what they think about it. They would be overwhelmed with the "bungie wants my input on a idea. That's cool" it won't matter if they like it or hate it. They will love that for once you asked them. You might have to add "no name calling". I just feel that the GC would end up only supporting ideas that serve there own self interests. It will also drive a deep gap between people like me who feel you only care about the top few. It will become if your not part of the GC there is no point in posting feedback. I agree with everything except for 2 things. 1) The community must have access to the meetings. In other words, the meetings between the council and the devs should be transparent. Everyone should be able to see and discuss what actually was said and brought to the table in the meetings. 2) No IPR or secrets should be discussed period. Starting with the devs. That would absolve the need for a NDA signed by the council and would gain the council more trust from the community.

As a suggestion the council should contain members that as they abide to stay neutral, should be of different views. Half pro Bungie and half against Bungie when it comes to a majority of their decisions. This is so the different sides of the council can explain the ideas presented better if the ideals align with their own views. Also thank you for presenting this again.

A suggestion about the GC members: 1)They must come from different country like 2 from Usa, 2 from Europe and 2 from asian, because each country get different problem and suggestion for Bungie 2)They must be grow up people and not kids who dont understand how work a council

Great idea, if it worked for warframe, why not destiny? I'd love to see this in order to prevent issues from happening (Sunsingers not having anymore decent perks,Hand cannon blanket nerf because of thorn and TLW, Over nerf of sunbreakers, Needless Golden gun nerf,ETC.....) issues will still happen but hopefully not quite to the degree they are currently happening I have one issue, due to the voting process what is to stop a user from voting themselves in using bots or current media popularity? (for example if Datto decided he wanted a position, not much could stop him)

I was all ready to throw in my support and hat into the ring as a matter of fact but Typh is likely right. Power corrupts and on the internet a little power corrupts absolutely. Besides it would likely just wind up creating a lot of guys like good ol tash telling us it is all for our own good. Man that must be some strong cool aid.

A couple of potential problems that I can see with this. First is related to 1 because I have yet to see a single person on these forums present information without adding their bias to it so expecting someone on the "council" to do that is great, but I doubt it actually happens. The other problem I see is that from Cozmo's comment the council would have direct access to him, but not to devs and as a result all this does is add an extra step to the current process because as is we can post here and Cozmo is pretty good about acknowledging that post and "forwarding it on to the dev's". I mean, there's no way Bungie is going to disclose confidential info from devs to Destiny players on a council or not and regardless of if an NDA is signed or not. I could just be overly pessimistic, but I feel like the end result of this whole thing is going to a whole lot different than what you're imagining with basic access to Cozmo and Deej but that's it.

The thing with warframe (to where this shit started from) is that council members are FOUNDERS. They PAID for that RIGHT. So they have INVESTED directly in the game FOR THE SOLE RIGHT OF BEING IN THE COUNCIL. They have AUTHORITY, LEGALLY! This peasent council of yours, is just play-pretend.
