I agree!!!! I was thinking about my first exotics tlw and plan C one was always in my load out, even if maybe a poor choice for the engagement !!! But I did not care they were exotic and at the time were worth putting over a more suitable legendary (a sniper over plan C)! These weapons were my crutches in yr one!
When I got ice breaker it was equipped at least once in every mission, and when I soloed a NF (winters run) which took me forever using ice breaker of course, my end reward was suros R! An awesome weapon at the time earned for a lot of work.
I think an exotic should be reasonable OP, it should be there when you're playing and just getting the sh$t kicked out of you, and you go ok well time to pull out suros r and get myself out of this situation!
The perks should have some "practical" aspect that will be slightly above legendary, not crazy OP so you only use one weapon, but something. And I think some simple buffs would fix this, boost red deaths life steal thing, I think bring back some stagger to mida, simple little things they may take some skill to utilize like tlw hip fire. Anyway my thoughts, I was playing Diablo the other day and have a load out that grants life constantly and a weapon that gives life with every hit and well that's so op it's a bit boring !! You just run around hitting buttons, so have to be reasonable.
