I have a good idea. Make exotics awesome again, maybe even more so than before, for both PvE and PvP, but for PvP the problem with balancing and exotics can be solved with playlists. Have half the playlists be randomly chosen to be exotic-allowing, and have the other half randomly chosen to be legendary-and-below-only. This would be on a rotation that would change every day, so if someone prefers crazy exotics in PvP and their favorite playlist doesn't allow it that day it could allow it the next day. This would also encourage exotic-lovers to try out new playlists if their usually playlists don't allow exotics, and the same would also work for legendary-only-lovers.
The reason we can't just have two variants of each playlist constantly available is because finding matches could then become much harder with the crucible population so spread out. And it is better to have the split be even between these playlists so one type does not become more dominant/less relevant than the other. In the exotic-allowing playlists things would be a bit unbalanced, but as long as it is not too unbalanced and everyone gets to use awesome weaponry then I think it would still be a blast to play.
Also, of course Mayhem should always allow exotics.
